Dr. Steven Greer Discusses the “Cosmic Deal,” Disclosure and the Future of CE5
In this wide-ranging discussion, Dr. Steven Greer reflects on the recent National Press Club event and the government’s initial release of UFO-related documents, photographs and videos. While acknowledging the growing public attention surrounding disclosure, he argues that substantially more information remains concealed and that conventional government investigations may be unable to reach programs allegedly operating outside normal constitutional oversight.
Dr. Greer describes what he calls the “Art of the Cosmic Deal”—a proposed framework for resolving the secrecy surrounding these programs. His recommendations include a limited opportunity for individuals involved to cooperate, the transfer of relevant technologies and facilities to lawful government control, an immediate end to the targeting of extraterrestrial craft and a transparent disclosure process for the public. He also advocates international cooperation, nuclear disarmament and enforceable collective-security agreements before advanced propulsion systems could be safely released.
A major theme of the conversation is the potential humanitarian value of technologies Dr. Greer says have been developed through classified research. He discusses possible applications in clean energy, medicine, transportation and environmental restoration. However, he cautions that their introduction would require a carefully managed global transition involving industrial retooling, workforce retraining and protections for communities dependent on conventional energy industries.
Dr. Greer also challenges narratives portraying extraterrestrial civilizations as hostile, demonic or purely interdimensional. He distinguishes between beings originating in other star systems and technologies capable of passing through dimensions during interstellar travel. In his view, advanced science may appear supernatural when judged through humanity’s current understanding of physics, but that does not make it religious or demonic in origin. He encourages political and religious leaders to approach the subject responsibly and avoid fear-based interpretations.
The conversation concludes with a renewed emphasis on CE5 contact. Dr. Greer explains that peaceful citizen-led contact may become increasingly important as disclosure progresses. He encourages practitioners to form small, positive and cooperative groups, while confirming that CE5 can also be practiced individually. He previews the July 24–26 CE5 gathering in Virginia’s Blue Ridge Mountains and discusses plans to develop a future training program for certified CE5 instructors.
Dr. Greer’s central message is that disclosure must be accompanied by accountability, peaceful diplomacy and responsible technological transformation. In his view, humanity now faces a choice between fear, secrecy and continued conflict—or a coordinated transition toward peaceful contact and a sustainable interplanetary future.
